1. Political Relations The People's Republic of China established diplomatic relations with the Republic of Cape Verde on April 25, 1976. It has witnessed a favorable development in the relations of the two countries since its establishment. Chinese leaders and officials who visited the Cape Verde mainly include: Liao Hansheng, Vice-chairman of the NPC (October 1985), Qian Qichen, Vice-premier and concurrently Minister of Foreign Affairs (January 1997), Simayi Aimaiti, Member of the State Council (May - June 1999), Xu Jialu, Vice-chairman of the NPC (July 2002). Leaders and officials who visited China from the Cape Verde mainly include: Abilio Duarte, Speaker of the National Assembly and concurrently Minister of Foreign Affairs (June 1977, August 1984), Aristides Piereira, President of the Cape Verde (May 1982), Pedro Pires, Prime Minister (May 1986), Silvino da Luz, Foreign Minister (May 1985, September 1990), Antonio Mascarenhas Monterio, President of the Cape Verde (May - June 1995), Carlos Veiga, Prime Minister (October 1997), Antonio do Espirito Santo Fonseca, Speaker of the National Assembly (August 2000), Rei Figueiredo Soares, Foreign Minister came to china in October 2000 for attending the "Beijing Ministerial Meeting 2000 of the Sino-African Cooperation Forum" and Manuel Inocencio Souse, Minister in charge of Affairs concerning nationals living abroad (July 2001). 2. Economy and trade relations and economic and technological cooperation Since the establishment of the diplomatic relations China has provided some economic and technical aid to the Cape Verde, such as the people's conference hall, government office building, Palmarejo housing project, national library, national monument and auditorium and so on. In April 1998, the two countries signed the agreement for encouraging and mutual protecting investment, and in May 1999, the agreement for trade and economic cooperation was signed. The year of 2002 saw the trade value of the two countries reached US$ 1.839 million, all being the Chinese exports with the main exporting goods to cover light industry products and miscellaneous goods for daily use. 3. Exchanges and cooperation in the fields of culture, science and technology, education and military matters The two countries signed an agreement for cultural cooperation in May 1982. Antonio Delgado, Minister of Culture and Secretary of State Affairs visited China twice in August 1997 and July 2000. In October 1999, Meng Xiaosi, Vice-minister of the Ministry of Culture headed a Chinese delegation to visit the Cape Verde; In October and November, China Sichuan Artistic Troupe visited the country and Performed there. In 1996, China began to accept students from the Cape Verde to study in China and so far there are 8 students from Cape Verde studying here in China. In August 1983, the two countries signed a protocol for China to send medical team to work in Cape Verde and it was started to realize in 1984. Now there are 8 medical personnel working in Praia, the capital city of the Cape Verde. In April 1999, Jo?o Medina, Minister of Health of the Cape Verde visited China. Ribeiro, Chief of the General Staff of the Cape Verde Army and Fernandes, Minister of National Defence visited China respectively in October 1992 and In December 1997. 4. Important bilateral agreements and documents On April 15, 1976, the two countries signed the joint communiqué for the establishment of diplomatic relations between the two countries.
