Four Strong Cards for Henan's Development

During his inspection of Henan in May 2014, Xi Jinping urged the province to play its "four cards" well with a view to accelerating the transformation of the economic growth model and improving the overall quality and competitiveness of the economy. The "four cards" refer to optimizing and upgrading the industrial structure by developing advantageous industries, promoting innovation- driven development by building an independent innovation system, fostering new development strengths by enhancing basic capabilities, and advancing people-centered new urbanization. In this process, Henan needs to address issues of immediate concern to the people, such as education, employment, social security, and medical and health care, so that the people will enjoy a better life as the province expands its space for development.

Xi's remarks on the "four cards" provide effective strategic guidance to Henan as they target the prominent problems and key issues in its development and match its reality. To play these four cards well will support the province in implementing the new development philosophy, deepening the supply-side structural reform, and promoting high-quality development. The province has endeavored to turn its strengths into a sustained driving force for healthy and rapid socioeconomic development.

At present, Henan is focusing on high-quality manufacturing development, propelling the green transformation of traditional industries, expanding and upgrading leading industries, and cultivating and strengthening emerging ones. Its equipment manufacturing and food-making industries are producing an output value of one trillion yuan, AI and digital economy are generating new vitality, and industrial structure has made a historic change from being dominated by secondary industry to by tertiary industry. While taking technological innovation as the primary driving force, the province is seeing the Zhengzhou-Luoyang-Xinxiang National Innovation Demonstration Zone playing a leading role, the National Bio-breeding Innovation Center and the National Agricultural Machinery and Equipment Innovation Center under construction, and the National Supercomputing Center in Zhengzhou coming into operation upon completion. This has added a stronger impetus to local development. Henan is working to build a logistics hub connecting Chinese and foreign markets and linking China's eastern, central and western regions. It is also building a modern comprehensive and multi-dimensional transportation hub and future- oriented, new-type infrastructure. This will further benefit its logistics industry that is already one of the best in China. The province is also quickening its pace to build a people- centered modern urban system focusing on the Central Plains cities and featuring coordinated development of large, medium-sized and small cities as well as small towns.

Henan is taking steps in an array of key industries, including equipment manufacturing, green food, new materials, electronic information, energy conservation and environmental protection, modern textiles, green building materials, auto-making, biomedicine, and modern chemical industry. It is expected that by 2025, the province's basic industrial capacity and industrial chain modernization will lead the country, with several industrial clusters with an annual output value exceeding one trillion yuan, a number of emerging industrial clusters with an annual output value exceeding 100 billion yuan, and a group of enterprises with an annual output value exceeding 10 billion yuan.

“打好四張牌” 

2014年5月，習近平在河南省考察時提出希望河南省圍繞加快轉變經濟發展方式和提高經濟整體素質及競爭力，著力打好以發展優勢產業為主導推進產業結構優化升級，以構建自主創新體系為主導推進創新驅動發展，以強化基礎能力建設為主導推進培育發展新優勢，以人為核心推進新型城鎮化的“四張牌”，著力解決好教育、就業、社會保障、醫療衛生等人民群眾的切身利益問題，在拓展更大更廣發展空間的同時，努力讓人民過上更好的生活。“打好四張牌”把準了河南省發展脈搏，切中河南省發展的突出矛盾和重大關鍵問題，符合河南省發展實際，具有很強的思想性、戰略性、針對性和指導性。

河南省把“打好四張牌”作為落實新發展理念、深化供給側結構性改革、推進高質量發展的關鍵舉措，奮力推動發展優勢轉化為發展勝勢、匯聚成發展強勢，推動社會經濟健康快速發展。目前，河南省以制造業高質量發展為主攻方向，統籌推進傳統產業綠色轉型、主導產業擴容提質和新興產業培育壯大，裝備制造、食品制造正在躍向萬億級產業，人工智能、數字經濟帶來新的活力，產業結構實現由“二三一”到“三二一”的歷史性轉變；把科技創新作為第一動力，鄭洛新國家自主創新示范區引領作用不斷增強，國家生物育種產業創新中心、國家農機裝備創新中心獲批建設，國家超級計算鄭州中心建成投用，發展動能顯著增強；著力構建連通境內外、輻射東中西的物流通道樞紐、現代立體綜合交通樞紐和引領未來的新型基礎設施體系，河南物流業已邁入全國第一方陣；加快構建以人為核心、以中原城市群為主體、大中小城市和小城鎮協調發展的現代城鎮體系。

河南省還聚焦裝備制造、綠色食品、新型材料、電子信息、節能環保、現代輕紡、綠色建材、汽車制造、生物醫藥、現代化工等重點產業，預期到2025年，全省產業基礎能力和產業鏈現代化水平達到國內一流，形成數個萬億級產業集群、一批千億級新興產業集群和百億級企業。
