The 19th National Congress of the CPC

On October 18, 2017, the 19th National Congress of the CPC opened in the Great Hall of the People in Beijing. The theme of the congress was: Remain true to the Party's original aspiration and keep its mission firmly in mind, hold high the banner of socialism with Chinese characteristics, secure a decisive victory in building a moderately prosperous society in all respects, strive for the great success of socialism with Chinese characteristics for a new era, and work tirelessly to realize the Chinese Dream of national rejuvenation.

It was a meeting of great importance, taking place during the decisive stage in building a moderately prosperous society in all respects and at a critical moment as socialism with Chinese characteristics had entered a new era. It had the mission of making plans for completing the building of a society of moderate prosperity and promoting socialist modernization. It was of great significance to the continuation of the Party and state, the future of Chinese socialism, and the fundamental interests of the Chinese people.

On behalf of the Party's 18th Central Committee, Xi Jinping delivered a report to the 19th National Congress, entitled "Secure a Decisive Victory in Building a Moderately Prosperous Society in All Respects and Strive for the Great Success of Socialism with Chinese Characteristics for a New Era." The report pointed out that socialism with Chinese characteristics had entered a new era, and the principal problem now facing Chinese society is unbalanced and inadequate development in the context of the people's growing desire for a better life. The report made strategic plans for completing the building of a moderately prosperous society and embarking on the journey to build a modern socialist China.

The period between the 19th and the 20th CPC national congresses is the period in which the timeframes of the Two Centenary Goals converge. In this period, the CPC must finish building a moderately prosperous society in all respects and achieve the first centenary goal, and it must also build on this achievement to embark on a new journey toward the second centenary goal of building a modern socialist country.

Based on a comprehensive analysis of the domestic situation and the international environment, and the conditions for China's development, the CPC has drawn up a two-stage development plan for the period from 2020 to the middle of the 21st century.

In the first stage from 2020 to 2035, it will build on the foundations created by the moderately prosperous society, with a further 15 years of hard work to see that socialist modernization is basically realized.

In the second stage from 2035 to the middle of the 21st century, having achieved basic modernization, the CPC will work hard for a further 15 years and develop China into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful.

By the end of this stage, the following goals will have been met:

?New heights have been reached in every dimension of material, political, cultural and ethical, social, and eco-environmental progress;

?China's system and capacity for governance have been modernized;

?China has become a global leader in terms of composite national strength and international influence;

?Basic common prosperity for everyone has been realized;

?The Chinese people enjoy happier, safer, and healthier lives; and

?The Chinese nation will become a proud and active member of the community of nations.

2017年10月18日，中國(guó)共產(chǎn)黨第十九次全國(guó)代表大會(huì)在北京人民大會(huì)堂開(kāi)幕。大會(huì)主題是，不忘初心，牢記使命，高舉中國(guó)特色社會(huì)主義偉大旗幟，決勝全面建成小康社會(huì)，奪取新時(shí)代中國(guó)特色社會(huì)主義偉大勝利，為實(shí)現(xiàn)中華民族偉大復(fù)興的中國(guó)夢(mèng)不懈奮斗。這次大會(huì)是在中國(guó)全面建成小康社會(huì)決勝階段、中國(guó)特色社會(huì)主義發(fā)展關(guān)鍵時(shí)期召開(kāi)的一次十分重要的會(huì)議，承擔(dān)著謀劃決勝全面建成小康社會(huì)、深入推進(jìn)社會(huì)主義現(xiàn)代化建設(shè)的重大任務(wù)，事關(guān)黨和國(guó)家事業(yè)繼往開(kāi)來(lái)，事關(guān)中國(guó)特色社會(huì)主義前途命運(yùn)，事關(guān)最廣大中國(guó)人民根本利益。

習(xí)近平代表第十八屆中央委員會(huì)向大會(huì)作《決勝全面建成小康社會(huì) 奪取新時(shí)代中國(guó)特色社會(huì)主義偉大勝利》報(bào)告。報(bào)告提出了中國(guó)特色社會(huì)主義進(jìn)入新時(shí)代的重大判斷，指出中國(guó)社會(huì)主要矛盾已經(jīng)轉(zhuǎn)化為人民日益增長(zhǎng)的美好生活需要和不平衡不充分的發(fā)展之間的矛盾。同時(shí)，報(bào)告結(jié)合“兩個(gè)一百年”奮斗目標(biāo)，對(duì)決勝全面建成小康社會(huì)、開(kāi)啟全面建設(shè)社會(huì)主義現(xiàn)代化國(guó)家新征程作出戰(zhàn)略部署和安排。從中共十九大到二十大是“兩個(gè)一百年”奮斗目標(biāo)的歷史交匯期，既要全面建成小康社會(huì)、實(shí)現(xiàn)第一個(gè)百年奮斗目標(biāo)，又要乘勢(shì)而上開(kāi)啟全面建設(shè)社會(huì)主義現(xiàn)代化國(guó)家新征程，向第二個(gè)百年奮斗目標(biāo)進(jìn)軍。綜合分析國(guó)際國(guó)內(nèi)形勢(shì)和中國(guó)發(fā)展條件，從2020年到本世紀(jì)中葉可以分兩個(gè)階段來(lái)安排：第一個(gè)階段，從2020年到2035年，在全面建成小康社會(huì)的基礎(chǔ)上，再奮斗15年，基本實(shí)現(xiàn)社會(huì)主義現(xiàn)代化；第二個(gè)階段，從2035年到本世紀(jì)中葉，在基本實(shí)現(xiàn)現(xiàn)代化的基礎(chǔ)上，再奮斗15年，把中國(guó)建成富強(qiáng)民主文明和諧美麗的社會(huì)主義現(xiàn)代化強(qiáng)國(guó)。到那時(shí)，中國(guó)物質(zhì)文明、政治文明、精神文明、社會(huì)文明、生態(tài)文明將全面提升，實(shí)現(xiàn)國(guó)家治理體系和治理能力現(xiàn)代化，成為綜合國(guó)力和國(guó)際影響力領(lǐng)先的國(guó)家，全體人民共同富?；緦?shí)現(xiàn)，中國(guó)人民將享有更加幸福安康的生活，中華民族將以更加昂揚(yáng)的姿態(tài)屹立于世界民族之林。
