Strict Governance over the Party and the Military

Since the 18th CPC National Congress, Xi Jinping has made major policy moves to enforce stricter discipline within the Party and the military. The key to building unbreakable discipline within the military lies in stricter discipline within the Party. Stronger and better disciplined Party organizations within the military ensure effective implementation of measures to strengthen discipline across military units.  

For its part the military has expressed unequivocal support for General Secretary Xi Jinping's core leadership role within the Central Committee and the Party as a whole, for the Central Committee's authority and centralized and unified leadership, and for the CMC chairperson responsibility system. It is committed to implementing the guidelines for strengthening the Party and its political awareness activities, and enforcing strict discipline across all areas and all steps of its endeavors. 

The Party's absolute leadership over the military is to be respected to ensure its absolute loyalty, purity, and reliability. It is critical to keep alive its ethical tradition and promote political ethics, and pursue reform in ideological education, personnel management, organizational structures, and discipline enforcement. It is also critical to ensure cohesion among military personnel by raising political awareness, and build troops with ironclad faith, conviction, discipline, and commitment. To this end, strengthening the Party organizations is a must, so that they are better able to achieve innovative results and mobilize efforts around the Party's objectives. A sound promotion system is indispensable. Promotion standards should include loyalty to the Party, military expertise, leadership capability, performance records, and moral integrity. Ethical rules must be enforced to fight corruption and other irregularities, and eradicate any cells of corruption. Law-based governance will be pursued with a focus on effective implementation of rules and regulations. Strong measures will be taken to correct misconducts such as negligence or dereliction of duty. A fundamental change in military governance is expected. 

The CMC convened a conference in August 2018, emphasizing the need to strengthen the Party and its leadership role in the military in the new era. An overall push to strengthen discipline within the Party and the military ensures the creation of a new ecosystem in the military that helps the modernization process and provides firm political and legal assurance for the Party to build a strong military. 

堅(jiān)持全面從嚴(yán)治黨、全面從嚴(yán)治軍

中國共產(chǎn)黨第十八次全國代表大會(huì)以來，習(xí)近平作出堅(jiān)持全面從嚴(yán)治黨、全面從嚴(yán)治軍的重大決策部署，推動(dòng)管黨治黨、建軍治軍從寬松軟走向嚴(yán)緊硬。從嚴(yán)治軍關(guān)鍵是從嚴(yán)治黨，從軍隊(duì)黨的建設(shè)抓起，以從嚴(yán)治黨的實(shí)際成效促進(jìn)從嚴(yán)治軍方針的貫徹落實(shí)。

人民軍隊(duì)堅(jiān)決維護(hù)習(xí)近平總書記黨中央的核心、全黨的核心地位，堅(jiān)決維護(hù)黨中央權(quán)威和集中統(tǒng)一領(lǐng)導(dǎo)，貫徹軍委主席負(fù)責(zé)制，落實(shí)新時(shí)代黨的建設(shè)總要求，加強(qiáng)黨的政治建設(shè)，把全面從嚴(yán)要求貫徹到軍隊(duì)建設(shè)各方面和全過程。堅(jiān)持黨對(duì)人民軍隊(duì)的絕對(duì)領(lǐng)導(dǎo)，確保絕對(duì)忠誠、絕對(duì)純潔、絕對(duì)可靠；堅(jiān)持以整風(fēng)精神推進(jìn)政治整訓(xùn)，著力整頓思想、整頓用人、整頓組織、整頓紀(jì)律，重振軍隊(duì)政治綱紀(jì)、純正軍隊(duì)政治生態(tài)；堅(jiān)持以理論武裝凝心聚魂，鍛造具有鐵一般信仰、鐵一般信念、鐵一般紀(jì)律、鐵一般擔(dān)當(dāng)?shù)倪^硬部隊(duì)；堅(jiān)持把黨組織搞堅(jiān)強(qiáng)，增強(qiáng)各級(jí)組織創(chuàng)造力、凝聚力、戰(zhàn)斗力；堅(jiān)持貫徹軍隊(duì)好干部標(biāo)準(zhǔn)，培養(yǎng)選拔對(duì)黨忠誠、善謀打仗、敢于擔(dān)當(dāng)、實(shí)績突出、清正廉潔的好干部；堅(jiān)持正風(fēng)肅紀(jì)、反腐懲惡，鏟除不正之風(fēng)和腐敗滋生土壤。突出依法治軍從嚴(yán)治軍，狠抓條令條例和規(guī)章制度貫徹落實(shí)，下大氣力治松、治散、治虛、治軟，推動(dòng)治軍方式根本性轉(zhuǎn)變。2018年8月，中央軍委黨的建設(shè)會(huì)議召開，強(qiáng)調(diào)全面加強(qiáng)新時(shí)代軍隊(duì)黨的領(lǐng)導(dǎo)和黨的建設(shè)工作。通過大力推動(dòng)全面從嚴(yán)治黨、全面從嚴(yán)治軍，軍隊(duì)政治生態(tài)煥然一新，正規(guī)化建設(shè)取得明顯進(jìn)步，為強(qiáng)軍事業(yè)提供了堅(jiān)強(qiáng)政治保證和法治保障。
