Results of investigations on the collapse of the Nanjing Television Station's Broadcasting Centre, which was under construction, were released on Wednesday.
Six construction workers died and 35 were injured in the accident, which occurred on October 25.
According to Xi Yongming, vice-mayor of the city, the collapse was caused by faulty design and improper execution of the building plan.
"There was a lack of horizontal joint shafts," Xi explained.
The Nanjing No. 3 Construction Company was the major construction company behind the building of the broadcasting centre, and four of its managers will be saddled with the majority of the responsibility for the disaster.
Another eight managers affiliated with the project, including the company's general manager Liu Weiping, are to be given disciplinary sanctions for their roles in the accident.
"The accident shall never be forgiven or forgotten," said Wang Hongmin, mayor of Nanjing, "and the municipal government will take strong measures to ensure building safety in the future."
The Nanjing municipal government organized a three-day investigation into causes four days after the collapse.
More than 2,000 construction spots in the area under the jurisdiction of the Nanjing municipal government postponed work for a whole day on October 29 to re-examine their safety precautions.
The municipal government has sent four teams to investigate all of the construction sites in Nanjing. The teams will focus their investigations on structural frameworks and electronic devices.
"Any hidden perils must be removed, and accidents like the Nanjing Television Station must never happen again," Wang said.
